REFUGEES AND ASYLUM SEEKERS: PROBLEMS AND SOLUTIONS

1.

Recipients will be aware of developments on a number of

Most issues fronts concerned with refugees and asylum seekers. have so far been dealt with on an individual or regional basis. However, I think we now need to know what others are doing in the field, to identify UK foreign policy interests in respect of refugees and asylum seekers and to ensure that foreign policy interests are adequately reflected in UK policy.

2. I suggest that an ad hoc meeting of the Human Rights Co-ordinating Group be held at 11.00 am on Thursday 6 November, venue to be notified, with a view to identify

a) the extent and nature of UK interests in issues focussing

on refugees and asylum seekers

b) the implications for UK policy

c) where we go from here.

I should be grateful if you would attend, or send a representative briefed to speak for your Department if you cannot make it. should also be grateful if recipients would circulate to all suggested participants in advance of the meeting a brief note (using existing material) on the nature of the refugee or asylum

UND seeker problem in your geographical or functional area. will cover international obligations in respect of refugees and asylum seekers and developments in the UN context, including UNHCR.

for the FRG (Berlm
