deserving Vietnamese at home and, for that matter, intending
immigrants globally, patiently wait their turn.
We must recognize that the four Indochinese flows
possess different characteristics and motivations. We must
recognize that the automatic resettlement of every Indochinese
arrival is not only impossible but neither in Thailand's
interests, nor resettlement countries' interests nor the
applicants' interests.
We must accept that other durable
solutions require attention, commitment, cooperation and
patience. If a decent fraction of the resources for maintenance
and resettlement were available for other solutions, then
they might offer prospects of success. At the same time, we
must target more carefully and unequivocally those for whom
resettlement is the most appropriate solution. We must
ensure that close families are reunified and that the genuïne
refugee is not lost in the process. We have accomplished
much-but much remains to be done.
