It seems clear that the success of our mutual endeavours depends

on our ability to communicate, coordinate, and most importantly,

negotiate with each other regarding the integral elements of this

assistance operation. We must continue to develop and nurture

this collaboration if we are to ensure that the task at hand is

to be positively resolved.

However,

I recognise that many of my comments have been abstract.

my purpose has not been to chronicle the successes and failures of

the voluntary agency participation in this historical operation,

but rather to recognise that our work is far from over. The future

of Indochinese relief assistance appears progressively more complex.

There seems to be no one course that will serve as the panacea for

the hundreds of thousands of displaced who are so desperately

seeking one. For this reason we may well find that the ensuing

years will be very difficult as we strive to find a mutually

agreeable and humane solution to this regrettable state of affairs.

As I conclude, I must applaud the Royal Thai Government for its

pursuit of and adherence to the principle of First Asylum which

has resulted in hundreds and thousands of Indochinese being

provided with sanctuary and hope. I give thanks to the Government

for inviting us to share in what has been and continues to be a

monumental task. In the name of the CCSDPT, I reaffirm the

commitment of the voluntary agencies to the humanitarian principles

that have brought us here today and offer the guarantee that we will

remain until the displaced persons seeking temporary shelter and

safety within the bondaries of this Kingdom have been provided

the future which they so justly deserve.
