Excellencies, Honoured Guests, Ladies and Gentlemen,

Today marks the 11th anniversary of the CCSDPT.
Anniversaries are
milestones on the calendar which usually offer an opportunity for
reflection and celebration.
As we enter the second decade of the
Indochinese refugee problem, our anniversary provides us a chance
to celebrate our accomplishments yet at the same time allows us a
moment for somber reflection. For the fact that we congregate in
such force in this 11th year is an indication that the commitment
still exists but that obstacles continue to impede the realisation
of our collective mission; that is, to find a solution, to the
suffering of the over one third of a million displaced persons
awaiting in Thailand the definition of their destiny.
As I stand before you today, I have the honour of representing
forty-one voluntary agencies whose constituencies rank in the
millions. My task is not an easy one for although we, together,
are considered as a vital partner in the relief assistance effort,
each individual agency projects its own identity and personality.

We have come from all parts of the globe. Our motives, credentials,

and orientations take on a variety of forms. However, there does
exist an essential commonality the desire to ensure there is a
viable future for those displaced by war, hunger, and political
upheaval. What form that future will take is the question to which
we have so desperately sought and continue to seek an answer.
