Increased involvement of first refuge countries in pursuit of, durable solutions.
Action required
In co-ordination with previous policy, undertake discussions with first refuge countries, noting the interest all parties have in deterring non-refugee departures from Vietnam and pointing out that resettlement countries will not be able to go on accepting non-eligible persons. Seek to involve the first refuge countries in efforts to solve this problem in ways which will not provoke international criticism.
