point of local integration is that it involves the countries of first refuge in providing a reasonable share of the long term solutions to the Indochinese problem. The countries of first refuge may show more interest than at present in investing significant diplomatic effort in pushing for voluntary repatriation If they are aware that the alternative is not necessarily resettlement by third countries.

Future Prospects

Taking into account the preceding analyses, the constraints on policy and the measures available to be employed, it may be possible to formulate a series of steps leading towards a resolution of this problem. Although such a process would have a high degree of uncertainty attached to it, and any result achieved would need to be highly qualified, something of value may emerge.

In the attached country studies, an attempt is made to formulate a process by which the three situations making up the Indochina refugee situation may be resolved. The papers seek to take into account the nature of the individual situations. They suggest a sequential approach to the introduction of particular policies. Each policy step is accompanied by a brief exposition of the action needed to attempt--its implementation,

Whatever the final value of the detail of the attached papers, it is hoped that their overall thrust may assist in the process of states interested in resolving the Indochinese situation pursuing parallel paths to that end.
