Visit of UN High Commissioner for Refugees to South-East Asia

I refer to your letter of 2 July 1986 and Mr. C.J. Dix's of 17 July 1986 to Mr. T. Trevan, UND, FCO concerning the visit to Hong Kong by Mr. Jean-Pierre Hocke, the United Nations High Commissioner for Refugees in late Summer.

We have been formally notified by the UNHCR local office that Mr. Jean-Pierre Hocke will be in Hong Kong between 14-17 September. He will arrive in Hong Kong from the People's Republic of China on 14 September. His official engagements will take place on 15 September but he will spend the following two days privately in Hong Kong before he leaves for Geneva in the late evening on 17 September 1986.

On the date of his official visit (15 September), Mr. Hocke will visit Bowring Closed Centre in the morning. It has tentatively been proposed that Mr. Hocke will have lunch at Government House and a meeting with the Governor in the late afternoon, which will be preceded by a meeting with the Secretary for Security. We shall be looking at what subjects to be discussed with the High Commissioner at these meetings. A copy of the provisional programme for the High Commissioner's visit to Hong Kong is attached.
