POLICY EVALUATION:

AID TO INDOCHINESE REFUGEES IN THAILAND

I enclose a copy of a letter from Robert Court (Stephen Nash's successor) in SEAD. I hope you will forgive me if for brevity's sake I do not go into detail on the purposes of these "policy evaluation exercises". Suffice perhaps to say that they are part of a Whitehall-wide scrutiny of current policies, at least partly on a "value for money" basis.

The draft paper meets the requirements of many diverse agencies across Whitehall. There are several references to Hong Kong, which have been cleared with me. The paper's format is not ideally suited to some of the Hong Kong points particularly because your absorption of the 14,000-plus largely predates the main outflow in 1979. There are at least two points

in paras 7 and 12 of the draft where improvements should be made (in para 7(ii) by amending the key dates from "1979" to "1975", and in para 12(b) by altering "including" to "plus").

With all these caveats in mind, I would be grateful for your comments, by 30 September if possible, on the attached draft. Please bear in mind that substantial redrafting will be almost impossible in view of the general format required of us. In paras 7 and 12 I have attempted a "ball park" costing figure of £102m for Hong Kong since 1975, based on your monthly factsheet: please feel free to amend this element as you see fit!
