COMMUNIQUE OF THE MINISTERS COUNCIL
Vientiane, August 6 (KPL)- The Council of Ministers of the Lao PDR released a communique on its meeting held here on August 4-5 under the chairmanship of Kaysone Phomvihane, Chairman of the Council of Ministers. Having dealt in length with the problem of "turning economic sectors into financially viable enterprises" which was the focus of the meeting, Kaysone Phomvihane spoke of the world and regional situations.
Touching on the recent Soviet proposal put forward by Mikhail Gorbachyov in Vladivostok on July 28, Kaysone Phomvihane described this as an important contribution to peace and security in Asia, the Pacific and the world over.
Kaysone Phomvihane emphasized that the Lao PDR will do its utmost to contribute to the turning of South-East Asia into a region of peace, stability, friendship and cooperation as well as to the safeguarding of world peace.
Touching on the Lao-Thai relations Kaysone Phomvihane pointed out that the relations between the two countries, on some occasions, were improved leading to the signing of the Lao-Thai communiques in 1979 in which the just principles for the relations of good neighbourliness were worked out... Solving conflict through negotiations for peaceful @o-existence is the prevalent trend whether in South-East Asia or other parts of the world. We consider this as a favourable conditions for both the Lao PDR and the Kingdom of Thailand to come to a suitable solution calling for the resuming of negotiations, which eventually will normalize and improve all fields of relations between the two countries. Doing so, it will meet the interests of the two countries' peoples and will serve the interests of peace and security in the region. As far as the Lao side is concerned, it stands ready to do its u'ost either at the state or regional levels to create favourable conditions for the strengthening of mutual understanding and trust between Lao and Thailand.
Kaysone Phomvihane then spoke of the problems on the management and on the immediate turning of economic sectors into financially viable business. The main points to be observed by the enterprises as explained by the chairman of the Council of Ministers are :
a) to wholly be responsible for all decisions and execution of activities of the enterprise in a financially viable manner within the state policies.
