Please refer to my letter of 4 September about the Communique of the Lao Council of Ministers.
2. ACM Siddhi has now responded to the expression of willingness by the Laos to have talks at any level by ordering the governors of border provinces to hold talks with Lao officials and to try to organise joint activities such as sports events in order to promote better relations.
3. Siddhi plans to have talks with Lao Foreign Minister, Phoun Sipraseth in New York next month. He will use this occasion to urge the Laos to accept about 1,200 Lao who have been "declassified" as refugees by UNHCR following a screening process. About 120 have already been segregated as the first batch to be repatriated.
