POLICY EVALUATION: AID TO INDO-CHINESE REFUGEES IN THANA
I hope I may still comment on Mr Trevan's minute of 15 September to Mrs Rogerson.

2. It is important that we do not fall down on our undertaking to the Treasury/MPO Joint Management Unit to produce a case study. ODA have, of course, been consulted and it is, I believe, also SEAD's view that this case study can be published without embarrassment. I recognise Mr Trevan's concerns but I believe that they require only small adjustments to the drafting.

On methodology, I do not dispute any of the points in Mr Trevan's minute. Policy evaluation is very largely a matter of subjective judgement and not of simply adding up numbers. The extent to which achievement of the intermediate objectives of our policy (eg relieving the refugee problem) has contributed towards the achievement of our ultimate objective (maintaining a favourable environment for UK interests in South East Asia) is such a matter and it is the sort of judgement which we are paid to make. I suggest that all that is needed is a passage, perhaps at the beginning of the Conclusions, which makes these points.

On presentation, I agree that the ultimate objective, as stated, might give rise to some public criticism but I do not think that it is inappropriate that we state an objective of self-interest. On the contrary, that is precisely what the FCO should be pursuing. Again I believe we can draft round the problem. I suggest that we should state our ultimate objective as for example "to reduce the threat to UK interests caused by the refugee problem in South East Asia" or "to help to solve or relieve the refugee problem in South East Asia, thereby reducing the threat to UK interests in the region"
