(d) whether you would wish us to comment
on any of the issues raised in Mr Williams' draft report on refugees in Africa (enclosed with my letter of 28 April);
(e) whether you would wish us to raise
the question of refugee aid and development. (I am currently pursuing bilaterally with UNHCR the points raised in Mr Machin's letter of 3 March: I hope to be able to report shortly, but the signs are that UNHCR have still not been able to solve the World Bank funding problem).
(f) if a reference should be made to
UNHCR's policy in countries where there exists a double exchange rate (particularly Somalia and Sudan);
(g) whether we may refer to specific
refugee problems such as the Oromo refugees in Somalia and the
refugees in Honduras (Chris Dix's letter of 6 May on the latter refers).
6. These are my prelminary thoughts on the content of the UK statement. We would, of course, also refer constructively to the High Commissioner's restructuring of his office and the appointment of a British consultancy firm.

Finally, I would appreciate your confirmation that you and ODA can accept the paper enclosed with my letter of 30 April (Working Group on Documentation) as this paper is on the agenda for consideration by Member States on 13 June.
