UNHCR: JUNE MEETINGS
1. I enclose a copy of UNHCR's letter of 7 May inviting us to attend the Informal EXCOM meeting on 13 June and an Open House meeting with the High Commissioner on 5 June.
2. The Humanitarian Liaison Working Group (HLWG) will also be holding a meeting on 11 June. The purpose of the meeting will be to exchange information on the 13 June Informal EXCOM and then to discuss one or two major issues with the High Commissioner who will be present for the second half of the meeting.
3. We thus have two opportunities for a frank discussion with the High Commissioner on issues of our choice: one such opportunity with all EXCOM members present and the other with our Western colleagues only.
4.
I would be grateful to know fairly soon if there are any specific issues you, ODA or the Home Office would like us to raise on either occasion.
5. In addition, I would much appreciate briefing for the Informal EXCOM, with particular reference to policy points which we could include in the Permanent Representative's statement. It would be useful in particular to know:
(a) what kind of line we should take in
the statement on the resettlement of Vietnamese refugees in Hong Kong;
(b) whether we would be in a position
to confirm our continued participation in the RASRO scheme;
(c) whether there would be any pledges
we could announce including reference
