relations began to deteriorate in 1978-79 China asked for permission to send two Chinese passenger ships to Haiphong to repatriate Chinese who wished to return to China. This request was granted, but when the ships arrived, the reports of their arrival set off rumours in the south that led to panic among the Chinese there. I shall pursue this question in more detail from the Chinese angle but may not have a chance to do so before I depart for mid-tour leave.
