I have consulted the Home Office and Hong Kong Department, neither of whom object in principle to the idea of a paper on Indo-Chinese refugees. This would focus on the aftermath of the 1985 report on Vietnamese refugees by the Parliamentary Home Affairs Sub-Committee on Race Relations and Immigrations (SCORRI) and the Government's response to it including our current "diplomatic offensive". The other facet would be the UK's record contribution to international relief on the Thai/Cambodian border during 1985.

We, HKD and the Home Office would be glad to see such a paper in draft form.
