editorial illustrates the antagonistic atmosphere which now greets boat

refugees in Hong Kong." He added that in such a context, the need to resettle

the remaining refugees takes on an added importance.

Living in Limbo calls on the Hong Kong government to see that the

refugees' rights are protected; the U.S. and other nations to share

responsibility for resettling the remaining refugees; and the government of

Vietnam to change policies which force people to flee their homes. The report

was written by Allen K. Jones, consultant to USCR, and was based in part on

his recent site visit to Hong Kong's refugee camps.
