Disembarkation
Disembarkation of refugees rescued at sea by ships
of RASRO member countries takes place at the next scheduled port of call. The disembarkation guarantee, as required by individual coastal states, remains the
responsibility of the flag state. This does not preclude, however, the possibility of two or more countries providing the disembarkation guarantee, should they so decide, on a co-operative basis for any single ship. Once the written guarantee is provided, refugees will be disembarked inte the care of UNHCR, which assumes responsibility for their welfare until their departure to their country of
resettlement.
Selection
The co-ordination of the selection and resettlement of refugees, within the total available RASRO pool, is the responsibility of UNHCR. It is to be administered by its Branch Office in Singapore. The collection of bio-data and the selection of individual refugees follows the previo procedures in each country of disembarkation. Where practicable; this may involve a meeting of RASRO member representatives with UNHCR. Family reunification is the main determinant of selection. Additional links to member countries are also to be considered. Cases without links to any RASRO participant are to be presented to individual countries' representatives on a proportional basis throughout the year.
