Re: Ex-China Vietnamese Refugees Coming to the Philippines: The Need for Deterrence and Some Suggested Policy Considerations
I would l like to refer to our previous correspondence on this subject, ending with our MNL/5030 dated 8 January 1986. The issue of Vietnamese refugees previously resettled in the People's Republic of China who are illegally leaving that country, usually passing by Hong Kong, continues to arouse the interest and very serious concern of the UNHCR, the Govenment of Hong Kong, and the Governments of most of the traditional countries dealing with the resettlement of Indo-Chinese refugees.
Due to a variety of reasons which are not all completely known at this time, these previously-resettled refugees seem to be leaving China in what we believe are ever-increasing numbers. Some are seeking to pass themselves off as first-asylum direct arrivals from Vietnam when they land in Hong Kong. Others know of the 'Hong Kong Government's "closed camp" policies and do not seek asylum in Hong Kong but merely request the assistnace of the Hong Kong authorities to out-fit their boats (providing new boats when necessary, repairing older boats when required, providing food, fuel, life-jackets, compasses and maps) for their on-ward trip to the Philippines or another first-asylum country in the region.
