They were concerned at reports of continuing piracy at sea and alarmed at recent reports that ships' captains were being instructed not to pick up refugees, in effect to look the other way. Mr Hocke said that it was very difficult to see how he could ask other potential resettlement countries to take more refugees if it became known that this attitude was becoming prevalent The problem was very prominent in the minds of the UNHCR and he hoped that their review would be completed by the Autumn.
5. Mr Hocke is clearly determined to get the nations involved in the problems of refugees to shoulder more the burden themselves. He has as yet no firm idea of how this can be achieved but we will no doubt be hearing from him after his review of UNHCR's activities.
