You may remember that we spoke briefly over the telephone about my meeting with Nigel Hartley in which he expressed concern about the future of WUS. I should be grateful if you could let me have your comments in general and your views in particular on the policy of ODA towards supporting such training schemes. Perhaps you could let me know the proposals for funding and whether there is any question of phasing funding out. I should like to know the criteria for giving assistance to schemes promoted by the WUS and how you see its role.
You may know of my own interest in Vietnamese refugees and I am very concerned that we should do everything possible to assist (1) those people from foreign countries who have come to the UK as refugees and who are seeking further training and higher education; and (2) students in foreign countries such as Ethiopia and South Africa, providing support within such countries.
I enclose a copy of the letter dated 27th January with its enclosures which I have received from Mr Hartley and I should be grateful for your comments on the contents.
