Dear Stepher,
RESCUE AT SEA REPORT 1985: RENEWAL OF RASRO FOR 1986/87
1.
I enclose a copy of a self-explanatory letter from Mr Issaka, the head of UNHCR's Resettlement Section, and of UNHCR's report on rescue at sea in 1985. Also enclosed is a photocopy of the revised booklet "Guidelines for the Disembarkation of Refugees".
2. You will see that UNHCR wish to continue RASRO into a second year.
UNHCR also ask if the British Government will make available 88 places for the RASRO year 1986-87 and allow for the carry-over of places remaining from this year (i.e. 62 places). This, of course, makes a total of 150 places which is the number your telegram number 15 of 20 January suggested would be submitted to Ministers for consideration for RASRO 1986/87.
3. I should be grateful if you would let me know in due course what can be agreed so that I may reply accordingly to Mr Issaka.
I am copying this letter to, among others, David
Barton in Hong Kong Department, who will be interested
4.
