Despite the considerable UNHCR correspondence on this problem to the Ministry of Foreign Affairs, no action on the part of the Government has yet been initiated. Indeed, we cannot even ascertain with any certainty just who, within the Ministry of Foreign Affairs, is in-charged with coordinating policy review and action concerning this problem. At first we were told that the NCIE was responsible, then that it was the OIILS, then that it was task force under Ambassador Villa, then back to OIILS again, then Ambassador Villa again, while latest word says that it may be NCIE but could be the OIILS. Meanwhile, the problem continues to worsen.

UNHCR policy regarding these cases was summarised in our MNL/7704 dated 26 November 1985, reiterated in our MNL/7720 dated 2 December 1985, and reconfirmed in our MNL/5217 dated 3 February 1986. We would be very grateful if the problem of ex-China cases in the Philippines could be formally and finally addressed by the Government and necessary action initiated.
