My interviews confirmed our suspicion that the entire group is coming from permanent resettlement in China and therefore cannot be considered as refugees of further concern UNHCR nor resettled to third countries (numbers 9, 22 and 25 of Annex A each confirmed that the group had been previously resettled on various state farms in China. In addition, Hong Kong authorities confirmed that sub-group 6 had been previously resettled in China as of 1980-1981). Therefore, UNHCR cannot request that these persons be collected by UNHCR from Aparri nor brought to the UNHCR-financed Philippine Refugee Transit Centre (PRTC) here in Manila. As mentioned in previous correspondence, as these are not genuine first-asylum refugees, the presence of these persons in the Philippines is a bilateral problem between the Government of the Republic of the Philippines and the Government of the People's Republic of China.
