The Refugee Action report has caused a little resentment here among the voluntary agencies working in the open and closed centres. Given the fact that they spent only a few hours in each centre, it is not surprising that the members got facts wrong and drew spurious conclusions.

The report has largely been ignored here and, since it does little to help the situation, we are unlikely to respond. However, you should not (not) say anything more than we have received and are considering the report.
You will have seen my letter of 11 April 1986 which we think raises more important issues. Grateful if you would help by pushing the line we set out.
