Furthermore, 42 cases present severe mental disturbances or mental retardation or important psychosomatic troubles, as a consequence of torture. In spite of the fact that the number is limited it has proved very difficult to find resettlement offers. Sufficient resettlement places have so far been provided for victims of torture but it should be noted however that during the second half of 1985, some of the very few countries accepting such patients have requested that others countries also assist in this domain.

With the above mentioned current caseload, an estimated 250 new cases and some rejections of provisionally accepted cases the total need of resettlement offers in terms in 1986 can be estimated to approximately 550 cases. In terms of nationalities, relatively more places will be needed in 1986 for Iranian refugees in Pakistan.

As the annual absorbtion capacity of the special programmes/arrangements is 250 places, it is obvious that 298 cases would constitute a waiting list for resettlement in 1987. A special effort is therefore needed in 1986.

Ten or More Plan (TOM):
The countries adhering to the "Ten or More" plan and their respective commitments to the "Twenty or More" plan are as follows:
Belgium and New-Zealand accept disabled refugees on the basis of revolving numbers i.e. renewal of numbers upon exhaustion of previous quota, independently of annual period or fiscal year.
Norway made a positive commitment to the "Twenty or More" plan as of January 1986.
Denmark, the Netherlands and the United Kingdom are considering their commitment to the "Twenty or More" plan.
Other special programmes
Switzerland: 250 places for disabled refugees including accompanying family members for a period of three years.
Sweden: Reserves 50 places per year for disabled refugees and accompanying family members. The possibility of increase by the end of the year depends on the use of the overall annual quota and availability of budgeted places.
Finland: offers on an ad-hoc basis places for
resettlement of handicapped Vietnamese refugees within the annual programme.
