The implications of RASRO for Hong Kong

RASRO will make little difference to Hong Kong. Of the two long standing cases referred to in paragraph 6 above both involve criminal proceedings. In fact, almost 60% of all the ship rescue cases which have arrived in Hong Kong as the first port of call have been
have been resettled within the 90 day guarantee period. RASRO will mean that all ship rescue cases landed in Hong Kong will be either resettled or transferred by the UNHCR to a Refugee Processing Centre in the Philippines to await resettlement.

There have been no ship rescue arrivals in Hong Kong since November 1984. RASKO might lead to an increase in the number of ship rescues as refugees see this as a quicker means of being resettled.
