SIR J BULLARD'S MEETING WITH GENSCHER 4 MARCH

1. I attach a copy of Bonn teleno 171 about Sir J Bullard's call on Genscher at 1500 hours on 4 March. He plans a tour-de-horizon covering East/West relations, Transatlantic relations, and Franco-German relations. He has asked for comments/instructions.

There is in general no need to supply Bonn with points to make on these issues. However, I would like to point to any aspects on which we would be particularly interested to know Genscher's views, where this is not self-evident: give points to make on recent developments if Bonn are not already aware of them, point to any other subjects we would like raised if time permits, and ensure that the latest papers on subjects to be raised are copied to Bonn in the bag closing 1400 hours on Friday 28 February.

3. I would be grateful if recipients would let me have any response to para 2 and answers to the following specific points by close of play Friday 28 February.

(a) Defence Department

Should we ask Sir J Bullard to raise WEU enlargement in light of the results of the meeting on 27 February? If so grateful for draft passage for telegram (can be updated Monday am).

(b)

ACDD/Defence Department

Is there any latest development on the PM's response to Gorbachev on arms control which Sir J Bullard should know about, or relay to Genscher?

(c) EED

Do you wish Sir J Bullard to probe the state of FRG bilateral meeting with any East European countries, if time permits. I assume he will not need points to make, but are there any developments on our own bilateral relations with East European countries of which he may need be aware?

I assume we would like to know Genscher's reaction to recent developments in inner German relations.
