VIETNAMESE REFUGEES: RESETTLEMENT IN JAPAN
1.
Your telno 217 refers. I enclose some details of the admission criteria of the three countries who take most refugees from Hong Kong: USA, Canada and Australia. The information i s taken from
evidence submitted to the SCORRI enquiry in 1984/85 by UNHCR. I attach also two tables, copiled respectively by UNHCR and
by UNHCR and the Hong Kong Government, which set the Japanese record in context in terms of
resettlement from the region and from Hong Kong itself.

In the light of your TUR, the copy you sent by bag of the Japanese resettlement criteria, and Hong Kong tels nos 655 and 656, we are considering action wi th the Japanese Embassy to protest at their failure to accept an appreciable number of refugees despite the protestations of their bona fides.
3.
When you pass the criteria to Suganuma, you may give him copies of the statistical tables if you judge that ther might use them to further the MFA's case. We should be
interested to learn the timescale of any
inter-Ministerial discussions and, in particular, when a decision might emerge. It would also be useful to have your assessment of the extent to which the MFA's views may prevail.
