I have just received a copy of the notes of your meeting on 21 January to discuss the SCORRI programme. I am afraid that I am a little disappointed at this record of the meeting. There seem to be several errors of fact, several mis-interpreta- tions and, most important of all, cur concerns do not appear to have been presented or addressed.

It is incorrect to say that the arrangements for calling forward those qualified for admission to the U.K. are causing us problems. The present arrangements are most satisfactory and we find no difficulty in sending refugees quickly to the U.K. when they are called forward. I do not know how this misunderstanding has arisen but I would be grateful if you would make it clear that the call forward arrangements are working well; they cause no problems for the Hong Kong authorities.

It is not correct to say that we are concerned that those refugees with temporary addresses outside the open centres might be excluded. As you are aware, we responded to a specific query from the British Refugee Council (Jackson) which you forwarded to us. It had never occurred to us that these refugees. were in any jeopardy until we received this letter. Their eligibility seems now to have been accepted by all concerned.
We are pleased to note that the problems caused by raising the expectations of refugees in Hong Kong has been considered. Our telno 173 made clear the problems caused by a late request to delay the departure of some refugees who had been told that they were going to the U.K. This is a real problem and one that we consider significant. Our proposals in telno 173 are aimed at preventing the repetition of this situation.

We do not understand why there is a problem concerning the period of notice required by the refugee agencies (para 5 of the notes of the meeting). We only respond to a call forward for those refugees whom the Home Office send to us. Seen from this end, the refugee agencies should know the refugees who
