SECRETARY OF STATE'S MEETING WITH GENSCHER, 12 APRIL
1. The Secretary of State travels to Bonn on the evening of 11 April for breakfast and a morning of talks with Herr Genscher on 12 April. This will be the first full-scale bilateral since the Anglo-German summit on 27 November, though there have been brief exchanges in the margins of multilateral meetings. The Germans have not yet focussed on the agenda, but Genscher may welcome an opportunity for a forward look on the prospects on EC issues and East/West, as well as tackling specific operational points.
2. I would be grateful if departments would prepare briefing as follows:
