2. We have now received the enclosed letter from the Auswärtiges Amt in reply to David Lyscom's speaking note which he delivered to Herr Kruse on 18 February.
3. You will see from the penultimate paragraph of the Auswärtiges Amt letter that they are "not prepared to accept larger groups of refugees at present". In the light of this decision you will no doubt wish to consider carefully whether the Secretary of State should raise this subject with Herr Genscher when they meet in Bonn on Saturday, 12 April.
