Suganuma has promised to keep in touch and let us know how things develop. I find it difficult to judge whether stronger pressure by us on the Japanese will have a beneficial or a detrimental effect. They want to do more for the South East Asian region generally, although this tends to be expressed in terms of developmental assistance designed to improve the situation on the spot rather than help in taking refugees. On the other hand, they might well feel resentment if we pressed them to change their immigration rules in order to take in people who have no obvious connection with Japan, and whose resettlement is likely, on past experience, to be difficult. The internationalisation of Japan has not reached the point where Japanese officials and politicians, let alone the Japanese electorate, can contemplate with equanimity the prospect of a multi-racial society.
