Procedures for calling forward Hong Kong family reunion cases

1. Refugee Action's Family Reunion Administration office

(F.R.A. Leeds) has compiled a list of refugees in Hong Kong whose relatives in the U,K. have applied for them through Refugee Action. This list is being added to as more cases are identified, and some names are also being deleted as F.R.A. are informed of families leaving Hong Kong for settlement elsewhere.

2. F.R.A. writes to all the applicants on Refugae Action's list,

informing them that their relatives in Hong Kong may be accepted to come to the U.K., and asking them what housing arrangements will need to be made for them when they arrive.

There can be delays at this stage in a few ceses, where the applicant has moved house without passing a forwarding address on to F.R.A. In such cases, F.R.A. hava to trace the applicant - usually through local Vietnamese community groups.

3. Applicants reply to F.R.A. with information/requests regarding

housing:

a) applicants who have room in their home for their relatives, and who will have no further housing need:

In these cases - which apply mainly to singles the relatives are put on the call forward list directly by F.R.A.

b) applicants who cannot accommodate their relatives, and who have asked to use the Reception Centrei

F.R.A. passes these cases on to the Recaption Centre - The Cadars. The Cedars writes to applicants to ask for more detailed housing information eg. whather applicant wants relatives to live in the same area, or in the case of those living in isolated areas, where else they would like their relatives to live. When the relevant information has been gathered, housing is negotiated through local authorities/housing associations. An agreement is sought whereby the housing body taking responsibility for the family offers permanent accommodation within 4 months of arrival. Once this agreement is reached, families are ready for call forward from Hong Kong as soon as suitable rooms are available at The Cedars. Where there are more families awaiting call forward than rooms available, priority has been given to families in closed camps, or to those whose relatives are particularly concerned about their welfare in Hong Kong, and have asked for them to come quickly.
