Action Taken

I have received a copy of two documents prepared by Penny Dane. One, dated March 1986, is headed "Procedures for Calling Forward Hong Kong Family Reunion Cases." The other, dated 18 March 1986, is "1986/87 Resettlement from Reception Centre: Hong Kong cases".

Since there was no accompanying letter with either document, I am not sure why they were sent to me. On the assumption that they were sent for comment, I have set out below my views.

As regards the paper dealing with procedures for calling forward Hong Kong family reunion cases, I have already explained to you the difficulty caused by working from a list different to the one produced in Hong Kong. The definitive list must be the one in Hong Kong because we have the refugees here who are seeking reunion. You explained that it was difficult for you to work from the lists which we have been sending to you since November last year. Reluctantly, I have accepted your advice. Nevertheless, most of the difficulties and the nugatory work described in both papers will continue to arise because we do not start with the actual refugees in Hong Kong.

At paragraph 3 (b) of this paper it is stated that priority has been given to families in closed camps. unaware of any discussion of this matter and should be grateful if you would advise who has taken this decision and on what authority. As I explained to you several times when you were in Hong Kong, the majority of the family reunion cases will come from open centres. I also explained that all of the family reunion cases in open centres had been awaiting resettlement in Hong Kong for many years certainly much longer than those. in the closed centres. If priority is to be allocated then: -

(a)

it should be decided between the two Governments concerned; not by one of the Voluntary Agencies asked to help with a part of the problem; and
