The Results of the Approaches to the Resettlement

Countries following HMG's decision to relax its

Family Reunion criteria and accept about 500

Vietnamese Refugees from Hong Kong

The following is a country-by-country analysis of reaction

to MC's initiative. Also included are views on the anticipated

number of resettlement places which might be forthcoming from

cach country. The figures do not (not) agree with those set

out in paragraph 5 of the Memorandum, which represent a more

conservative estimate better suited for forecasting,

2.

The Netherlands

The Dutch have made it clear that any

approach must come from the UNHCR. Specific types of refugee

with lists, should be submitted by the UNHCR through the

permanent Dutch Representative in Coneva. There are indications

that the Netherlands might increase its total refugee intake

from 250 to 500 in 1986. if pressed strongly by the UNHCR and

some might come from Hong Kong. Comment

might respond favourable to a firm, specific approach for, say,

100 long stayers (over 5 years) from Jubilee or Kai Tak,

2. Sweden

Again a specific, firm approach is required from

the UNHCR. The Swedish representatives have stated that

individual refugees, clearly identified, should be submitted

by the UNHCR to their permanent. Representative in Geneva.

data.

the Swedes need to be presented with a particular

category of, say, 100 refugees, complete with names and bio-

We feel that there are signs that, as part of a Nordic

response to HMG, such an approach would be considered favourably.

4. Norway The Norwegian position is a little confused.
