who refuses resettlement in the UK. This fact in itself will put pressure on a refugee to accept a resettlement offer if it comes from the UK. In spite of all that, I suppose it must happen that some of the refugees, taking advantage of the liberal attitude that Hong Kong used to display to refugees, will have found remunerative work, formed relationships and in an unofficial sense, come to regard Hong Kong as home. Such people may want, may indeed hope, that they may somehow manage to stay in Hong Kong and for this reason try to avoid accepting resettlement in Britain. Even if the power of detention is never used, the knowledge that it may be used could well coerce a refugee to accept resettlement in UK against his or her will. This is the concern I was trying to express in my letter. It is one which is only partly set at rest by what you say.
Your last paragraph I will share with the person who commented to me on what had been happening. I know no more than what I said in my letter, and it may be that someone has got hold of the wrong end of the stick!
May I thank you, Benjamin, for responding to the points I raised so fully and frankly. I should have sent you a copy of my letter myself. The fact that I did not do so may have felt like a lack of confidence in our relationship. I hope that that was not how you took it. It was rather an expression of the difficulty I sometimes have in saying things to more than one person at a time.
