13. Armed attacks on refugee camps was another item raised, particularly by Iran (attacks by Iraq on Iranian refugee camps) and by Sudan and Algeria (armed attacks by South Africa on refugee camps in front-line states). Zaire and Tanzania also mentioned the ICARA II programmes. Zaire mentioned that it had presented 13 projects for financing and Tanzania stated that the ICARA II projects should be implemented more quickly.

14. You will see from the UK statement that we referred to the British initiative concerning the Vietnamese refugees in Hong Kong. The only country specifically to mention this subject in its statement in the General Debate was Japan who referred to the fact that they had taken 52 Indo-Chinese refugees in Hong Kong in response to the British Government request.

Faragraph 3 of your telegram number 21 of 28 January refers. You will see from pages 3 and 4 of the US statement that an acceptable formula for conducting a programme audit is being arranged by the High Commissioner, the UN Advisory Committee on Administrative Budgetary Questions and the Board of External Auditors, which satisfies the requirements of the United States legislation.

16. There are several points in your telegram number 21 which were not specifically raised during the EXCOM and which we did not consider appropriate to raise. The first one is contained in paragraph - RASRO and I would suggest that we wait until we receive the promised report from UNHCR at the end of RASRO's trial year before we raise the points mentioned in paragraph 9. The point mentioned in paragraph 11 on administration and management will be covered in the Working Group and we felt that the point raised in paragraph 12 should be left for the time being.
