Vietnamese Refugees in Hong Kong

Points to Make

1.

Seriously concerned about Vietname se refugee problem in Hong Kong. Have decided to accept 500 more refugees to the

UK, and to ask for more help from friends and allies.

2.

Grateful for American contribution to date. Understand

that you will

be willing to maintain

your current off take

from Hong Kong for the rest of your fiscal year 1985/86.

Hope however that you will also be able to make an

additional gesture in terms of increased off take from Hong

Kong. Our position with other resettlement countries would

be far stronger i f we could point to American announcement of tangible support in response to HMG's intiative.

3.

(If pressed on response of other countries to UK

intiative.) Too early to assess overall response,

but

encouraging that a number of countries (eg Australia, New

Zealand) have agreed to specific increases from Hong Kong.

4. (If pressed on possibility of Hong Kong absorbing some ethnic Chinese from the camps.) The Hong Kong Government

have not yet taken a decision on this. We shall inform you

as soon

we know their decision.
