The Tenth Asian Regional Conference

I write to consult you regarding Hong Kong's participation

in ILO Asian Regional Conference.

Unitl 1976, Hong Kong was directly represented on ILO Asian Regional Conferences by tripartite delegations. However, in 1976, the ILO re-examined the conference rules and advised that Hong Kong, being a non-metropolitan territory, could only attend: as part of the United Kingdom's delegations. As a result, Hong Kong's attendance at the Ninth Asian Regional Conference in 1980 was precluded by the absence of a United Kingdom delegation.

A recent enquiry with the ILO Regional Office for Asia and the Pacific has indicated that the Tenth Asian Regional Conference. will be convened within the next two years. The Regional Office also told us that they had, on their own initiative, referred our letter, and with it the question of Hong Kong's participation in the conference, to ILO Headquarters in Geneva for advice. Copies of the relevant correspondence are attached for your reference.

From past experience, we feel that our participation in regional conferences is useful. They provide opportunities for delegates from Hong Kong to share with delegates of other Asian countries information on their respective legislative and administrative developments in the labour field and to keep abreast of regional labour affairs. We find it particularly helpful when preparing new items of legislation, particularly those at employers' cost. Attendance would supplement, and be a logical progression from, our regular participation in regional programmes under the ILO Regional Office, UNDP, ARPLA and ESCAP. I hope, therefore that Hong Kong can take part in the Asian Regional Conferences, in whatever form is considered appropriate.
