Conclusion
18. Hong Kong is a major, though relatively, dormant force on the world labour scene; this is slowly changing to one of some activity. The trade unions, particularly the FTU, are now emerging as future sources of influences and should as such be cultivated. Hong Kong's conern over its future role at ILO would benefit from early consideration in JLG. Liaison with China over labour issues is becoming increasingly significant.
