Please see the attached telegram concerning the possibility of Hong Kong participating in the next Preparatory Technical Maritime Conference in May. The full conference is expected to take place in October.

The UK will be sending a delegation to this conference under the auspices of the Department of Employment but composed mainly of officials from the Department of Transport. It would seem acceptable therefore for a representative from Hong Kong to attend in an advisory capacity to the UK delegation as happens at the main ILO conference. I should be grateful for your advice on whether this would be in order.

I am unclear from the telegram whether Hong Kong have it in mind to send a Tripartite delegation or simply one representative from the Hong Kong Shipowners' Association, who presumably represent the employers. If this is indeed the case would it also be in order?
