Please see the attached minute from Miss Maxwell. Within the last two weeks I have discussed with Mr Hum and Mr Layden the possible embarrassment of our having to answer this kind of question in relation to the ILO constitution. Mr Hum and Mr Layden were going to pursue the matter with the International Labour Adviser in order to determine the possible significance of the various issues. I think this particular question of Miss Maxwell's should be looked at in the light of their enquiries.
2. Why, incidentally, is this particular Convention urgent?
