As I say, this is only a possible line of argument. weaknesses, the main one being the absence, so far as I am aware, of any precedent: But, if, as a matter of policy, Departments wish to be able to preserve treaty obligations for an NMT in these circumstances, and if the ILO itself and the other Member States are prepared to accept such an express declaration, I would not rule it out on legal grounds.
