As you know from earlier correspondence, we have been endeavouring to thresh out a policy on airport user charges over a fairly lengthy period of time. We have had the benefit of your advice which has proved most useful. We have, nevertheless, struggled a little, because there has been no clear-cut precedent to serve as a model for an airport now making a profit!
A small working group on the subject has prepared a first draft report, a copy of which is enclosed. We would be grateful to have your early comments on the draft and any further advice on the subject as a whole you may wish to offer. If we could have even a preliminary reaction by telegram within the next three weeks, this would be very helpful, as it could be conveyed to the Airport Accounts Committee, whose next meeting is scheduled for the beginning of October.
As you will note, the draft report does not take account of the financing of a possible replacement airport. That project remains shelved, but it has certainly not been abandoned.
