DECLASSIFICATION OF HONG KONG LOW FLYING CHART

We spoke today on Hong Kong's proposal to "declassify" their "Low Flying Chart". I enclose a copy of a letter from the Hong Kong Political Adviser's Office, dated 19 November.

Hong Kong's proposal to declassify a suitably "sanitised" version of the chart looks sensible to me, given:

(b) the peculiar difficulties that Hong Kong's few civilian fliers must face in Hong Kong's unique geographical and physical circumstances.
