The Hong Kong International Airport (Kai Tak) is one of the busiest in the world. The number of arrivals each year is increasing. 2,401,386 passengers arrived in the first six months of 1986, an average of more than 13,000 passengers each day. This represents an increase of 2.32% over the same period in 1985. About 30% of the arriving passengers are Hong Kong residents, the rest are visitors..

Disembarking passengers proceed to the Arrival Hall for immigration clearance. Meanwhile their baggage is transported to a conveyor belt which feeds one of the four baggage reclaim loops in the Customs Hall.

After immigration clearance, passengers collect their baggage and proceed for clearance to the baggage examination counters before moving to the public concourse.
6
With the exception of those using the VIP facilities all arriving passengers go through these procedures.

The average processing time from entering the Arrival Hall to leaving the Customs Hall, is 30 minutes; The Director of Aviation considers the minimum standard to be 50 minutes.
