We are in receipt of Reference A. Sec (AS) 2 is correct in stating that Svy 3 is the authority for the release of maps produced by D Mil Svy, and we are grateful for the opportunity to comment.
2. In fact, in this case the matter has gone full circle. Chief Geo Hong Kong raised the question of the declassification of this map with Svy 3 earlier this year. After some discussion we have, exceptionally, delegated to him the responsibility for resolving the boundary issue by direct discussions with the HK government.

Reference B clearly arises from these discussions. FCO should respond direct to HK government on this matter, who will in turn inform Chief Geo of the outcome so that production of the new edition may proceed.
4.
There is no need for D Mil Svy to be directly involved at this stage. Chief Geo HK will inform us of his proposals prior to printing.

DECLASSIFICATION OF HONG KONG LOW FLYING CHART
Thank you for your letter of 3 December about Hong Kong's proposal to "declassify" their "Low Flying Chart".

I have looked at a copy of the chart and can confirm that we have no objections to its release either from the low flying angle or the political angle. However I have forwarded your letter to Mr KA Connal, in MOD's Directorate of Military Survey (at Elmwood Avenue Feltham) who needs to be consulted about any requests for release of military maps. I understand from him that the Hong Kong chart has recently been revised and that their geographical branch in Hong Kong have been heavily involved in many of the sensitive issues, including the boundaries issue. Mr Connal will be discussing the request from CRAF Hong Kong with the Hong Kong Branch and may well put the two in touch with each other in order to confirm what is required for the civil fliers in Hong Kong.
I am copying this letter to Mr Connal, who will be replying direct to you just as soon as he is able to give you an answer to the request. I hope this is helpful.
