whether a general statement of intended legislation is required or a specific draft in each case or what;

what HMG's requirements are insofar as the enactment of Hong Kong legislation may impringe on HMGS international obligations, eg control of British nationals (of whatever category outside Hong Kong), etc.;

what form an order-in- council might take, ie general or specific, and whether a draft should be put forward to FCO by HKG;

what period of time is likely to be involved in making an order-in- council;

how future UK legislation, in particular that relating to the UK's international obligations, should be reflected in Hong Kong legislation.
