We have discussed the proposals in TUR 's with Legal Advisers, Dept and McPhafl, senior crown counsel, Hong Kong Government. We are broadly content with your suggestions but for
the reasons set out in paras 2 and 3 below would wish to see the
drafts of any important Civil Aviation legislation well in
advance of when you plan to introduce them to LegCo, including of course the Civil Aviation Bill.

From this/ end, there are two main aspects to your proposals, constitutional and technical. The constitutional aspect relates mainly to HMG's ultimate responsibility for Hong
Kong's external affairs which will last until 30 June 1997.
