Mr Michael Thomas called on me today. I explained to him that Hong Kong's request for the addition of provision for admiralty jurisdiction meant that we would have to consult interested Whitehall Departments. This could well mean that our original intentions of taking this at the June Privy Council would have to be revised. With luck we could take it at the July Privy Council, but that would mean a commencement date of about 7 August. Mr Thomas was content with this. He said that the most "urgent" of the items was now the one relating to the admiralty jurisdiction; they would not have legislation ready in respect of civil aviation or merchant shipping during the present session of the Legislative Council.
2. Subject to what Whitehall Departments may say, we agreed a revised version of the draft in the attached form. I said that I would ask you to send this version off to Hong Kong.
